I’ve tested a lot of Minecraft mods that sound cool on paper but feel kind of forgettable in-game. Particle Rain Mod (More Realistic Rainfalls, Weather Physics) is more interesting than that, mostly because it actually changes how the world feels instead of just adding random clutter. The Minecraft Particle Rain mod adds particle effects to the normal rain. Deserts have sandstorms, while mesas have red sandstorms, in addition to snow and rain.

If you have the mod menu loaded, you can customize the behavior of the particles. Because the mod is purely client-side, it may be used on servers. Particles are also fairly sluggish in general, so if you're not using optifine or sodium, your performance may suffer significantly.
